The way I did it was to build a macro using the Openform action and naming the form in the arguments box and then used the toolbox to introduce a command button and set the on click to run that macro.
Not sure if there is a better way but this works.
I am not clearly sure what you are suggeting. Are you sure you put the command button on the Access Page and not on the Access Form. I know how to create a command button on the Access Form that will open report, but I can't create a command button on the Access Page that will open the report. It will allow you to open another Access Page but not report or other form. I tried creating a macro using form and then copy the vb code to the Access Page code under Click event. That did't work. Even after adjusting some code.
