Help after changing installation files from C

hallo everybody!
i have a problem with my postgresql dbms. My c partitoin was too full and windows was working very slow. So i pasted all my installation files from c to the D partition, and then moved the important foldes back to C. With most programs it worked fine. But not with Postgresql and outlook express. When i open postgresql, it opens the console window for a second and then closes again. can anybody tell me what the reason is and if there is anyway to get it working again? and weather my databases on postgre recoverable or lost for good?! By the way, when i click on pgAdmIII it opens with no problem. I use postgre 8.1.
when i open outlook espress, i get an error saying that it cant open outlook express cos MSOE.DLL not installed, or not correctly installed. I tried to reinstall it but it still doesnt work!
please help me if u have any ideas

The Outlook Express message usually does not mean MSOE.DLL issues. inetcomm.dll (Microsoft Internet Messaging API). Without this file Outlook Express will not open. You will receive this popop message when you click on the Outlook Express shortcut: "Outlook Express could not be started because MSOE.DLL could not be found. Outlook Express may not be installed correctly."
