Help!!! Access 2003 won’t start anymore !!! 1

We have a laptop that crashed. Had BSOD. We took it to a local PC shop and they did a Windows Repair. All the files and programs seem to work. Except Access. When you double click its icon a screen pops up about installer… and then nothing Access does not run nor dose it give any error.
We can’t uninstall it or repair it nor can we uninstall Office. Insert Office CD none of them will run at all. Add and remove program can’t remove or uninstall or repair. The computer has Project 2007 on it as well. Each time you run an Office 2003 app a screen pops up about installer and goes away but the programs loads. When Running Outlook 2003 the installer popup flickers on and off a lot of times. Outlooks does run
Of all the programs we have we need Access the most it runs our company!

Thanks Remou you have been a great help for me.
I think this is part of a malware program that is really tough to find and get rid of. If I figure out what it is, I'll post it here.
