HELP!!! 0 bytes recieved is NOT allowing users

HELP!! 0 bytes recieved is not allowing users on my website
and i get a lot of them.. i'm assuming it's that damn stealth mode everyone is using.
in anycase...
the ip logs on apache runs. and just sits there.
it doesn't even call php to run the website.
i know this from firewall stats.
i'm assuming a misconfuration it's pretty much stock. version 2.2.13. and it's on windows x64 the apache 2.2.13 is x64 as well.
does anyone have any clue why it does not register with apache and run php with 0 bytes recieved? I have had so many complaints now and it's been since september.. my friends logged on with 0 bytes as well and tell me the website doesn't load no error messages. nothing. please help if you can

Would you please clarify what you mean by "0 bytes recieved is not allowing users on my website", specifically what is 0 bytes received? Is this some sort of error message?

Also inregards to your statement of stealth mode, while 'damn' in my opinion is a mild word, other will frown on it so it would be best if you would avoid, even mild, profanity please.

Is you apache process running? Do you get an error message when you restart? If so, what error message? Have you properly installed PHP and can you run the php_info() script? What versions of apache, windows, and php are you running?

 
i am using apache 2.2.13 stock.
i am using php 2.2.8 stock

now as for 0 bytes received. i watch the firewall.
people connect on an allow all port and 0 bytes are sent to apache for some reason.. this happens a lot. most people get 340 something bytes sent and they can access my website. but when 0 bytes received apache does NOT run the php code so no one can view the website. it's not a port scan as i have friends that can get on facebooks with 0 bytes sent but not onto my website.
