In COBOL.DIR, and files pointed to by the "DIRECTIVES" directive in COBOL.DIR or on the command line, and on the command line itself are directives. Any directives file can contain pointers to other directives files. Search for directives having to do with SQL and turn them off, either be removing them or prefixing them with "NO".
