Headless W2K server. Can't remotely log in???

Hi All,
I have a W2K server that I want to run in a headless configuration, so that the majority of access will be through the Terminal Services. After a reboot, I can't seem to remotely login to the server from a client PC without first physically logging in to the actual server with a real keyboard and mouse. What am I doing wrong? Is there a flag I need to set to be able to use a remote connection as the primary login?

I don't think windows 2000 server supports headless configurations, I do know that server 2003 is supposed to.

Terminal services in Remote Administration mode should be installed... Have running 20 servers in this configuration with no problem at all...
