headers and footers on a page with a frameset?

Dear Web Gurus,

I haven't used frames for about 10 years, but a project has come up that requires two html pages to be displayed in one browser window.

I want an MSN style layout with two columns which are resizable like this:-

However I also want to have a header and footer like this:-

I just tried putting a frameset within my content div and it didn't like it.

I guess if I'm using frames a need to make a seperate html doc for the header and footer, rather than using DIVs.....

Are frames considered deprecated now?

However it says here "Inline frames may not be resized".

I would like the user to be able to resize the frames.
 
OK, so I'm getting to grips with frames a little bit but I'm still having a few "issues".

I have recreated my page using frames:-

This is a 3 frame layout. From here I am trying to link to this 4 frame layout:-

How do I do this without opening frameset.htm in a new window?

Also, frameset.htm seems to have a 15px (or so) margin on the right hand side of the page when viewed in IE.

Any suggestions?
