header_checks PREPEND

Hi,

I am trying to run header_checks after AMAVISD and into Postfix re-injected path. Idea is to check for "X-Spam-Flag: YES" and PREPEND value "X-MS-Exchange-Organization-SCL: 1" so that MS Exchange 2007 can read SCL value and deliver mail into Junk Folder. I am not sure what I did wrong but thing just doesn't prepend values.
