Header at the bottom of page

I have a Page Headers for 10 SUB Reports - all different - and my boss did not want to see each section on an new page, she wanted to have them roll one ofter another.
What she does not like now is the fact that sometimes if section starts at the bottom of the page - she sees section with no data (there is simply no place for data - it is a very bottom) and than section shown again on the next page with data showing as suppose to.

I am looking for some command that will say - Header! If you are at the bottom of the page - do now show up!

I was told it might be a bug in Access2003.

It looks like following:

Page1
Header1 item Price
1
2
3
4

Header2 itemid QTY
1
2

Page 2
Header2 itemid QTY
1
2
3
4
5
______________________

It is confusing for the user to see those items on both pages.

I have found on Internet that I have to use "With First Detail" in Keep Together section of Grouping and Sorting.

It is however doesn't work in Sub Reports.

Maybe there is something else to do with Main Report?

I keep searching because I was given time but no luck.
If this is an Access bug - how can I check it out?
