Header and footers on master

I need to put in a footer on the master of a newsletter I'm doing up for a friend. Unfortunately she has the manual and is out of town.I usually use Publisher and its a simple process.
The header footer menu is just grayed out and I have given up it must be old age. So any help would be appreciated.--Lenny
