HDD Partitions: Changing

I am running windows nt workstation as a single user. The system was set-up by others to partition my 9gb hdd to 2gb for apps and 7gb for data (easy to back up data and leave apps alone). Problem: apps should have been 7gb and data should be 2gb, since data can be archived and apps programs aren't getting any smaller (I have four CAD programs loaded plus all the other bells and whistles needed to run a small consulting business). I would like to repartition the hdd but I don't know if I can with nt, or do I need a third party s/w to do the job?? I have windows 2000, if I upgrade will I then be able to re-partition with out problems???
