HD Suddenly VERY SLOW

My HD worked fine last week, but this week I have had problems. It's behaving as though I have numerous programs running all at the same time - when I only have one program open. The speed it takes to do things has gotten very very slow and although I can connect to the internet, I can't view any web pages or download.

I've run Mcafee utility programs - one diagnostic test says the HD Failed and to run Scan Disk. I ran SD twice and it came up with no errors twice. It's only 6% fragmented, but trying to run Mcafee or Windows defrag seems impossible now at this ridiculous slow speed. Although all programs are closed, it still keeps re-starting.

I've been running at about 60% free memory and am only using about 7 Gig of the 15.

I've searched this forum, and the only thing I could find that could relate to this is the power supply is the possible problem. None of the cords are loose, and I've already unplugged/re-plugged it. I;ve re-booted, left it off and re-startedat ;east 6 times but nothing changes. Could it be internal power? Is my HD dying?
It's about 3 yrs old, an HP, 566, 15G, win98.

Any help would be appreciated.
 
Not sure exactly but go into the device manager and look at the properties for the hdd. Make sure the "Dma" check box it ticked.

Yep That was checked. I've run Scan Disk twice and No errors are reported. I can't figure this out!
