HawkingTech Webcam/Win98 Problem

This one has me scratching my head. I installed a Hawking uc300 webcam. Everything loads and no indication of hardware or software problems. Anytime any software is loaded to "use" the camera, the image appears for a few seconds, then the image freezes and the power LED on the webcam goes off. If I d/c the camera and plug it back in, Win98 (1st edition) finds the camera, and then the scenerio repeats.
I have looked at the FAQ's and support pages at Microsoft, none of them address this problem.
