Having trouble tweening....am I missing a step?

I have the images I want tweened on the stage. They are each in different keyframes and so I go to the first keyframe and click tween and then motion....I am pretty new at this so what next, or what should I do before that?
What I am trying to do is take these multiple pictures of water and blend them together with the tween so that they dont look so choppy.

You could somewhat follow this text alpha tween...


Or this other one...


With pictures, you need to first convert them as a graphic symbols or as movie clip symbols for it work.
With each picture on it's layer, you would create two different motion (but alpha) tweens, blending both pictures in the desired effect.
