HAVING TROUBLE POSITIONING TEXT BOXES ON A FORM 1

I am positioning text boxes on a form at design time. I have 3 columns of 22 text boxes each. I dropped them on the form from the environment designer and am now trying to position and space them.
The format menu is not working properly. The format menu will not space evenly, vertical or horizontal. The same size selection seems to work ok. Also cannot align centers.
Any help is appreciated.

Try setting the left and top properties of each control, rather than using drag and drop techniques.

I guess I'll have to do that because I can't get the format feature to work properly.
