Having trouble formatting a report using oracle 9i reports

Experts,
I have the following report I'm trying to design inside of Oracle Reports:

1.0 Heading
----------------
1.1---
1.2---
1.3---

2.0 Another heading
-----------------------
2.1
2.2
2.3

3.0 Heading
----------------
3.1
3.2
3.3
How do I design this Using Oracle Reports? 1.1,1.2,1.3,etc... are fields inside of the dbase.
how do I get the desired output. I believe it's some sort of grouping.. I'm just unsure of how to code for it. Can someone help me?

Looks like report of the "Group Above" type that you can create with the Report Wizard. Group by Heading. No coding needed so far.
