Having trouble accessing a outgoing trunk from a internal TIE trunk

We have a internal ISDN pri TIE trunk used for our VTC system that is not able to dial out on any of the outgoing trunks (Local, DSN,Long Distance). We turn on D-channel messaging on this trunk and come up with this when it is trying to dial out.

There is a ADTRAN 830 that is doing the call setup and bonding 6 channels (384k) for the VTC system. We are not able to figure out what is causing this to be barred.

 
What is the NCOS of the trunks connected to the VTC
 
The trunks are setup with a NCOS that allows calls to all the outgoing trunks.

The settings in NET_DATA is setup for trunk to trunk
 
What does all this mean

What is the 790 for in front of the phone # ??
 
the 790 is the direct access to the outgoing trunk (ACOD)
 
I think I would try it with the BARS, "9", access and see if it works. If you are using the ACOD then it won't even look at NCOS.
