Having Problems Reformatting PDT6842 RF Gun

Whenever I try to send the sendhex program to the scanner, I get an error and a connection lost. But I don't believe there is a connection to begin with, hence my problem. The Charging light on the scanner base is going fine, but the COMM light hasn't blinked once. Could anyone tell me what I'm doing wrong? Any help would be appreciated.
