Having Multiple Operators

We have a system that has one operator using OWS. We would like to have it where when they go to lunch they can log out and some one else at a different desk can log in to OWS at their computer and handle the calls. We have tried to do this but when the user logs on it will not go on duty. It will let her log into OWS and it says logged on successfully but will not go on duty. We have the CT adapter installed and all the settings I can think of are the same. Is there something I am missing? We have a licence for 1 concurrent user that's why we have one log off and the other log on. Thanks for your help.

I AM ASSUMING THE VERSION OF PABX IS MD/TSW MX-ONE 3
CHECK THE LICENSE FILE IN THE PABX FOR OPERATOR
IF YOU ONLY HAVE ONLY ONE LICENSE THEN YOU CAN ONLY USE ONE PHYSICAL POSITION.
AND THE SYSTEM WILL ONLY LET YOU PROGRAM ONE OPERATOR.
CHECK LICENSE FILE IN PABX
IF YOU ONLY HAVE ONE LICENSE IN THE PABX.
THEN YOU WILL ONLY USE ONE PHYSICAL POSITION.
