Sure it's possible. You'll need to modify the link to call a javascript function instead or linking to a url. Within that function you can force a different url to be loaded within the other frame, and then load a different url into the frame containing the link.

Tracy is right, I would just correct him in saying that it is not possible. With standard html it is not possible, you need employ some javascript. Of course you can always get rid of frames and then you have no problems changing two parts at the same time, even with standard html.
You're right, I missed the "standard html" part of the question. I've never gotten used to that kind of question. Kind of like asking if you can build a car using tinfoil and rubberbands.
