Have to manually put settings in for IP phones

We have a site in UK that has been having strange issues. The phones will reboot and just go to discover or they will just go into an infinite flash file download loop. If we manually put in the file server address and vlan into them then they will come up and work. The settings are already set in them correctly though from the file. You have to force them into the phones or it doesn't see the numbers. Thank you.
