Have to dial a 1 for local calls on BCM450

I have a BCM450 V1 and had to rebuild it with a new harddrive and now i have to dial 9 and then a 1 for all calls even local calls. Does anyone know how why that is?
 
What type of lines are you using to dial?

Do you get dial tone on itcm 9 or 91?

Using a butt set on a line do you have to dial 9 + 1?
 
T1 line coming in.
we get a dial tone just on line pickup before 9 and 1.
When I dial a local number not using the 1 it comes back with a phone system recording as "your call can not be completed as dialed please check the number and dail again" which sounds like a verizon issue. This wasnt the issue before I had the harddrive melt down. I'm perplexed...
 
Maybe it was that way before and the system was absorbing the 1 for certain area codes.
