Have field move up on report, if field above is null 1

Is there a way to make a field move up if the field above it is null?

I'm creating a report with Addresses and it is set up the following:

Name
Addr1
Addr2
Addr3
City, State Zip

For example if Addr2 and Addr3 is null, I need the City line to move up. If Addr3 is null, I just need the City line to move up.

Set the can shrink property of some controls to "Yes".

That didn't work... I used an example where Addr3 was missing, and it didn't move the City line up...

Any other ideas?
 
Are there any controls to the left or right of Addr3? Is Addr3 actually blank/Null or is the a value there?
You could also try place these in a single text box:
=[Name] & Chr(13) + Chr(10) + [Addr1] & Chr(13) + Chr(10) + [Addr2] & Chr(13) + Chr(10) + [Addr3] & Chr(13) & Chr(10) & [City] & ", " & [State] & " " & [Zip]
