I believe this is an issue with Exchange, not asp.net. The most you can do from this side is confirm your mail configurations:
1. is the sender a valid email address?
2. is the recipient a valid email address?
3. does the smtp server require authentication? if so is the username and password correct?

After that it becomes an issue with Exchange. Some devs on this forum may have experience with Exchange configuration/administration, but I would ask the question in an Exchange forum.
The first question I would ask is
1. does the Exchange server allow mail relay, if so is authentication required?

When I design systems that only send mail internally I do not need to provide authentication information. If the system will send emails outside of the company (domainA to domainB) the exchange server requires authentication. This can be configured in the web.config.
