Using call manager 5.1 (or 6.1) is dscp simple to implement? can it be done via the gui or is this done via cli directly on the router console?

thanks for any information

Well QOS in general is not difficult but it does take some pretty detailed planning and understanding to implement correctly. Take a look at the Cisco SRND for QOS at Depending on your switches\routers and their placement in the network you would either use DSCP or COS. This can be done via a GUI if you use Cisco's QPM application (you would need to purchase this) or via CLI.
