Has anyone successfully created an LPAR on a P650 w/Aix5.1

I am building 3 p650's and need to LPAR 2 of them. When I go into the HMC to do this it should have a pick enabled under create, but every choice is grayed out.
Anyone had luck with this one?

Is it networked correctly? Is the serial cable working properly? Are they on the correct microcode level?

It seems that the internal scsi is not setup correctly. CE coming out to fix.
