Has anyone seem this error in log file? Try to start Check and Posting service for the 3 time

I am troubleshooting a workstation where service host keeps crashing during the load. I pulled the log and there are three lines that are interestign to me. I was wondering if anyone else has come across these log messages? This is not a CAPs machine nor is it set as a backup CAPs. Then the message below stating that LOcalDb and CPServiceDb is not ready. Any suggestion on why this error would be thrown?

Is this a new installation with a new db? Check the servicehost.xml check which workstation is caps on that file , try to recal the machine

Try to drop the database and change the password to normal then recal the caps
