In the letter it states
"The POS version is not required to be updated unless recommended by the dealer/provider. Merchants are aware, and many have made already made adjustments to be TLS 1.2 compatible. "
The dealer will tell you an upgrade is required. My experience has shown that edc 15.1.19 will work on versions 6.1 and higher without issues.
