Hi,

Is a hardware VPN dramatically faster then a software VPN (Server 2k3)?

Generally, hardware will be faster than software.
Dramtically? It depends.
Software solutions will use up some computer resources. so if you've got a powerful machine...you probably won't notice a difference.
