Hardware for ISDN Connection

I am looking to get an ISDN line to connect 2 companies for the purpose of sending files (securely). What cheap hardware is good for connecting the ISDN line to a computer. I don't have a router here, so getting a Cisco card is not an option! There are some USB connected devices on the market - are they any good? And do I need (windows) software to initiate the call?
