hard time to send an email with Outlook Express

I often have hard time with Outlook Express 5.5 to send an Email. An error message says that the Email address has been refused by the server. At another moment, it works properly. Any help will be appreciated.

I have Windows 98, Internet Explorer 5.5 sp2 and Norton Antivirus scans outgoing Email.
