How do I cause a page to do a hard reload when it loads without hitting F5 or refreshing the page in the browser

How would I know if my page needs to be refreshed? Does it just depend on the clients' set up?
Because I have a web site with DB back-end that generates dynamic pages and I've been assuming that the user always sees the most up to date info.. but am i wrong to assume this? do i have to do a refresh too?
