Hard Drive wont show up in Manage

Hi .. i just bought a new hard drive for my laptop so i want to use my old hard drive for external storage..i bought an enclosure for it..when i plug in the hard drvie .. the hard drive shows up in my computer... but then when i tries to reformat the hard drive it wont let me... i won't let me creat new folder or copy and paste or anything in the hard drive.. when i go to device manager.. it says everything is working properly .. however.. when i go to my computer --> manage.. the hard drive did not show up .. it only show up in my computer but not in manage.. can someone please help me in showing me how i can format the hard drive.. thanks so much

Disconnect the new HD, reconnect the old one internally, make sure the CD drive is the 1st boot device in BIOS, and format the HD using the Windows XP CD.
