hard drive reads

here's my problem:

my computer performance has slowed down dramatically... my hard drive takes forever to load programs... even if i open up windows explorer, or internet explorer it takes a bit... anywhere from 10 seconds up to a minute... i have a 15gig 7200rpm drive ...

i've defragged several times and no help, so i formatted my pc and it's still dragging...

any suggestions?
 
More information of the hardware, specially M/B, CPU & RAM and the loaded programs specially resident one like Virus scanner is required.
 
Also remember that formating the drive and completely reinstalling DOES NOT remove any boot-sector viruses you may have. The way to do that is either use a virus program, hex-edit wipe & rebuild the boot sector by hand (my personal fave) or delete all partitions, reboot, recreate the partitions and reformat. Your mileage may vary...
