Hard drive Not showing complete size

I have a PC that is running Windows 95 that had the hard drive die. I purchased another hard drive that was larger than my original 4GB. It is 10GB. When I fdisk the hard drive the most that the system will find is 9,138MB. I got the latest rom paq for the PC and that still did not take care of the problem. I am not sure what to do next, can you help me out here?
 
Verify on the drive itself the actual size, otherwise...

Don't worry about that, you have your 10. You appear to loose space because of the 1024 byte clusters. If they were exactly 1000 then you would exactly have 10GB but since they are 1024 your drive appears to be smaller. The larger the hard drive, the larger the appeared loss. In addition the the space the drive requires for it's structure.

Does this make sense? You are basically dividing the drive by 1024 instead of 1000. Some drives do vary, some people out there will show more free space. 9.1 - 9.3 is common on a 10 gigger.
