hard drive has no power - please help

I've just moved house and (you guessed it) the hard drive has decided to stop working. It's a Seagate SG60348-001 15 Gb drive.

On the bottom of the drive (on the green board), one of the chips appears to have been damaged. The chip has the following marks:

23400278-002
1A8DN0008
TAIWAN

If it's just the chip that's damaged, can I solder a new one to the board? I know it's a shot in the dark, but do any of you hardware guys know of any techniques to get this baby up and running again.
 
I wouldn't try it and I've done lots of soldering.
If something doesn't go right, you could lose everything on the drive.
Try locating another drive with the same card and swap out long enough to transfer data. Ed Fair
