my hard drive dont recive voltage and i wanna know how to extract the data from that drive or fix the bad drive, i thought that the solution is replacing the logical card but im not sure, please can help with this issues?

If voltages are at the AMP connector but the drive doesn't spin up there are 3 possibilities: 1) Logic board is not passing current through to the motor 2) The motor has gone defective 3) something is holding the platters from spinning.
Logic board swap is one step in diagnosis. But it is important that you use a board at the same ec (engineering change) level or you may have some problems with recovering data.
