Hard Disk Assistance Required

RS/6000 running AIX 4.3.!
To get to CDE, have to run /usr/dt/bin/dtconfig -kill in command line every time I start up.
Also on shut down, get awk: there is not enough space in the file system.
Added another 8.6 gb drive to the system but I have stuffed things up and dont know how to make space on new drive available.
Would really appreciate step by step resolution.
Here is current disk set up.

Cannot understand why hdisk22 is full as only just installed.
Should hd2vg be joined into rootvg and if so how.
My second month on AIX and the going is tough.
