Hard Disc Shows only 7mbs

Tried to re format Seagate hard disc which is 20Gbs But after running format it shows only 7Mbs and cant load Windows.
 
I have also tried to re partition the drive but the new partition still shows 7Mbs
 
What shows 7 megabytes? What did you use to partition drive? History? (like, why are you formatting drive - previous problems?)
 
Thanks for the replies! Now sorted. The disc had seagate software which reported the lower disc space why 7Mbs I have no Idea cleared it with the software and formatted as normal.
 
Early BIOS's had an 8meg limit. Larger hard drives were shipped with a jumper (or software), to limit the hard drive to be used in these early machines.
