Happy our before happy hour

Supposedly Im having an issue with items being rung up before happy hour, and then when the check is closed during happy hour the items drop in price to their happy hour prices. The manager swears its happening but I looked and couldn't find any thing that would support this. Is there a glitch or setting that might be causing this?
 
How do you have your happy hour menu set up? Do you have an event that fires new menus or an event that fires a price change file?

It sounds like it may be set up as a promo to fire and therefore if the items are rung up prior the the promo being fired, it goes in at the normal price, but as the check remains open and the promo event is fired any items added to it along with existing items are now promo'ed.
Getting a better idea as to how you have your happy hour menu programmed would greatly help in trying to figure out what could be causing the issue.
 
It is fired from promos, and this is exactly what is happening. I guess thats just the nature of the promo. They refuse to change because they said they cant pull metrics for the amount of happy hour beer, even after I showed them to just pull draft beer sales for that timeframe and look how many sold. They like seeing that promo number in all their reports.
