Hanging phone line

I recently installed IP telephony in my company with following configuration CCM 3.3(4), Router 3640 with 2 FXO cards and few IP Phones.
Now, because telephone service has a very old (and when I say old I mean really OLD) equipment and every now and then one or all lines get stuck (don’t hang-up after call) so I have to go behind router and unplug/plug lines and then it’s ok.
Is there any way to solve this that don’t evolve me going behind router (staff is starting to talk ;)
I am using MGCP

One more thing, this usually happens when incoming call is transferred outside. Is there any way to disable this because employees are abusing this to call long-distance.

I believe there is a way to off the transfer-incoming-call-to-outside, but I don't know if it's in 3.3.4...ooh yes it is, it's called something different...from the Cisco docs: "To block the transfer of external calls to external devices in release 3.3(4), the system uses service parameter Block External to External Transfer."

So, go to CCMADmin - Service Parameters - hit the Advanced button - and find the Block External to External Transfers. That should prevent your users from doing the scenario you described.

Also, from how you described things, just a hunch - what model phones and firmware are you running? There was a huge problem with one of the 7.1 phone loads for the 7940/60's...
