handling large volume of access to database

I had no idea where to put this question so forgive me but:

I process heavy volumes of access requests (menus, mailgroups)to a government facility database environment, as well as NT and exchange. The access if for local users and also for non-local users who can access our database thru telnet. I'm overwhelmed with the work I have and managing the Active directories and the Outlook Exchange database.

I've been searching for information on processing large volumes of access requests (software options, web-based applications, etc). I'm looking into web-based applications but need some additional information. Does anyone know of reference material I could read?
