Hand tool button on Report Preview window

Hello,

I'm trying to figure out what the purpose of this button is on the toolbar. It's the 5th button from the left. I click on it but nothing happens. Any help would be greatly appreciated.
 
I don't think that I understand the purpose of thehand tool.
I ran a report, selected the zoom in option, then clicked the hand tool button. When I put the mouse pointer on the report, the icon changed to a hand. When I clicked on the report to try and move the screen, nothing happened. I could scroll the report up and down, but I could do that by using the scrollbar of the window, without using the zoom or hand tool. If I'm doing something wrong, please let me know. Thank you.
 
I wouldn't use it... it's part of the system.

If you zoom it really large, or have a lower res screen that makes it difficult to read when displaying the page, you can use the hand to drag the item around... it's easier that scroll bars for some users.

Mike,

Like many of the other features, that I've questioned, I have no use for the hand tool. It just bothers me that there are things that don't work. I don't know if it's something that I've done or not done or that an option just doesn't work.
