Hand Drawn Circle Effect

I've been looking for a tutorial on how to make a circle/ellipse circle around some text, but to make it look like it's been done with a red pen or something. I have not been able to find anything for Paint Shop Pro. All I find are a couple tutorials in PhotoShop. Does anyone here know of any kind of tutorials for this? Can anyone give me some tips on hoe to do this?
