half page reports, two to a page 1

I am tearing my hair out! I have to print an access report to pre-printed certificates, that come two to a page (so basically, I have two 8.5 x 5.5 pages, one on top, one on the bottom, making one 8.5 x 11 piece of paper). I can print exactly two groups of data per one 8.5 x 11 page. The first page lines up beautifully, but then every other page is off... how do I manage margins, page headers and footers so that the top certificate has printing begin 1.25 inches down from the top and .25 inches up from the bottom of the half, and then have the 2nd certificate start printing 1.25 inches down from the fold???

my God I finally discovered how to do this.
I've found that most datasets I've worked with you can almost ALWAYS group by something.
well, with both the Group Header and Group Footer enabled, put all the data objects within the Group Header for the repeating data, then stretch out the Group Footer to increase the margins needed between the two printed records.
took a bit of fidgeting to get the right distance, I needed like almost half inch more.
key: BOTH the Group Header and Footer's Keep Together property must be set to No.

It works! halelujahhhhhhhhhhhh!

ok, major revision to that last post, IGNORE IT.

the answer to this problem can be duplicated at:

works great.

must ignore whatever margins you have set though for the page.
in other words, I have a 11" that become two 5.5" cut-outs (IRS 1099's).
set top & bottom margins to .25 each, because you have to have some value, HOWEVER my page break is set at the 5.5" point... margins have NOTHING to do with it.
follow the msft nothwind example and it will all be clear, and only change I made was changed the Mod argument in the on format code to = 2 (for 2 records per page.
