HACMP notification in aix error log

Hi
HACMP Clstrmgr randomly logs Operator Notification messages to aix error log on both servers in cluster, errpt -a shows "Cluster event TE_New_Primary+++, and Cluster event TE_Stable+++".
I have seen this message at various HACMP sites but cannot find anything in the guides about this particular message.
Does anyone have more info? thanks
