H323 GW and dial-peers

I always thought that with a MGCP GW the incoming and outgoing dial-peers are pots and with incoming pots you add ISDN BIND-L3 CCM MANAGER to tie it back to CUCM and with H323 GW`s the outgoing from CUCM is POT`s to the Telco and the incoming from Telco to CUCM is voip though you may have a dial-peer voice 9 pots with answer-called . , direct dial inward etc to answer, anchor the call.. However someone else suggested that with H323 it can also be POTS in both directions- is this correct? In the H323 GW configuration in CUCM you do not configure a VWIC as in mgcp but just create a H323 GW- the CUCM has no knowledge of the number of circuits the GW has unlike MGCP. Can someone confirm

in h323 cucm has no knowledge or control over the gateway.
In mgcp mode cucm has complete control of the voice functions of the gateway. master/slave relation

in h323 cucm just passes and receives calls from the gateway and the gateway controls all voice circuits configured. it is peer to peer relation.
