H263 database

I am going to try to create a database of H263 video files for users to upload and download. Do I need to purchase serious hardware or can I just use a webhost such as Powweb or SiteBuildIt?
 
Uploading and downloading video will take a lot of bandwidth if the site becomes even just a little popular. You will also have massive storage requirements as well as disk IO issues.

Major hardware will be needed to store the videos.
