I know some people wanted to know the results, forgot to post them. I used FusionPBX (an open source multitenant PBX with built in phone provisioning) and one of its fanvil provisioning templates to program the H249 phones. The IP Office passed out a common config file that included a provision URL to our existing hosted system that I had imported all of the phones into, which then gave them a generated configuration file with the details and they registered to the IP Office. This also allowed me to see the status of when they last checked in for a configuration file.
