H.323 trunk - two Avaya's - assistance

I'm building a H323 trunk between two Avaya's. One is 5.1 - S8510 with g650 cabinets, clan's and medpro and the other is a S8300D in a G450.

I've set these up before and had never had this much trouble. I was hoping it was something simple that someone can point out. The sig groups are mirrored as well as the trunk groups. The trunk groups never come up - always stating 'out-of-service-NE'.

here is the config of side one - again mirrored on the other unit.

In the sig groups, I have tried different combinations of nodes. In the S8510 I have used the main IP as well as clan boards.
In the G450 there is only one ip for the processor, and one for the G450 chassis. Been using the processor ip in the sig group.

Both are licensed for h323 trunks

I've scoured this forum. I've even tried to create a SIP sig group and SIP trunk and still cannot get the trunk to come up.
I have ip communicatoins between each pbx (ping).

Any suggestions? This has got to be a simple one..something I am overlooking...I hope.

In the Node-name field you have "procr" and "procr-shenzhen"...are those the CLAN's of the two systems? I only ask cause it seems to be an abbreviation of "Processor".
 
Thanks for the response. the node names are the ip's of the applicable devices. I finally did get it working realizing that I did not have a tie from the network region back to region 1. I belive that was my issue. Trunk is up and running now.
